As we continue expanding across multiple regions, we are seeking an experienced Senior HR & Compliance Manager to help strengthen our workforce infrastructure, ensure regulatory compliance, and support sustainable organizational growth.
*Position Overview*
This role combines strategic oversight with hands-on operational leadership and carries significant responsibility for maintaining regulatory compliance, minimizing employment-related risk, and ensuring workforce systems meet legal, contractual, and operational standards.
The Senior HR & Compliance Manager serves as a key compliance partner to leadership, ensuring organizational practices remain audit-ready and aligned with California labor law and contractual obligations.
The position also supervises Administrative Coordinators across regional offices who provide HR and administrative support.
*Key Responsibilities*
*Human Resources Operations Leadership*
* Lead HR operations across multiple programs and locations.
* Develop and maintain standardized HR systems and workflows.
* Support leadership with HR strategy, workforce planning, and compliance guidance.
* Ensure consistent implementation of policies across teams.
*Supervision of Administrative Coordinators*
* Provide functional supervision to Administrative Coordinators supporting HR and administrative operations.
* Ensure consistent onboarding support, documentation practices, and administrative workflows across regions.
* Provide coaching, oversight, and performance guidance.
* Maintain accountability and quality control for administrative processes.
*Payroll Compliance & Workforce Governance*
* Oversee payroll processes to ensure compliance with California wage and hour laws.
* Monitor overtime, meal/rest break compliance, and scheduling practices.
* Support payroll audits and correction procedures.
* Collaborate with payroll vendors and internal teams to ensure accuracy.
*Employment Law & Legal Compliance*
* Proactively identify compliance risks and implement corrective strategies before issues escalate into regulatory or legal exposure.
* Ensure compliance with California Labor Code, FEHA, ADA, and leave laws (FMLA/CFRA).
* Support internal investigations and employee relations matters.
* Maintain legally compliant HR documentation and policies.
* Conduct internal compliance audits and support risk mitigation strategies.
*Contract Compliance & Regulatory Oversight*
* Support compliance with organizational contracts including Regional Center agreements and service delivery requirements.
* Ensure workforce practices align with contractual obligations related to staffing, documentation, training, and service standards.
* Assist leadership with monitoring compliance deadlines and reporting requirements.
* Maintain systems that support audit readiness and regulatory accountability.
*Recruitment & Onboarding*
* Oversee compliant hiring processes.
* Ensure onboarding meets regulatory and organizational requirements.
* Maintain credential and training tracking systems.
*HR Systems & Documentation*
* Maintain HRIS systems and personnel file compliance.
* Monitor I-9 documentation and required labor postings.
* Update employee handbook and HR policies as needed.
*Training & Workforce Support*
* Provide guidance to supervisors on HR compliance and documentation practices.
* Support workforce development initiatives.
