HR Manager - CUNY School of Labor and Urban Studies

POSITION DETAILS

The CUNY School of Labor and Urban Studies (SLU) offers undergraduate and graduate degree programs in Labor Studies and Urban and Community Studies that are designed to meet the needs of working adults as well as traditional-age college students who seek to learn more about the challenges confronting poor and working-class populations in the workplace and in the community. It also collaborates with other units of CUNY to offer a range of college-credit programs designed to give workers the academic and technical skills they need for professional advancement. Its faculty includes distinguished scholars in the social sciences as well as expert practitioners in government, labor, and public service.

In collaboration with the Graduate Center’s Office of Human Resources, the SLU Human Resource Manager reports to the Associate Dean of Finance, Administration, and Operations. This position is excluded from the union.

In collaboration with the Graduate Center’s HR Department, the SLU HR Manager will oversee and provide the following HR services at the CUNY School of Labor and Urban Studies (SLU):

Performance Management - Partners with leaders and GC’s HR on performance management matters, e.g. performance and/or competency gaps; assesses learning and development needs and identifies appropriate resources/solutions; devises and recommends development strategies and progress; advises SLU personnel of employment opportunities and career pathways within the school and CUNY.

Employee Relations - Works closely with management and employees to improve work relationships, build morale, increase productivity and efficiencies, and retention; facilitates focus groups, administers employee surveys, and other means to engage and solicit feedback on current and needed improvements in SLU’s community/employee experience; analyzes employee data to identify strengths, weaknesses, opportunities, and makes appropriate recommendations.

Labor Relations - Partakes in labor relations by collaborating with GC’s Executive Director of HR on matters pertaining to all Classified/Civil Service employees; collaborates with SLU’s Labor Designee/Legal Counsel on matters pertaining to PSC-CUNY represented employees.

Classification and Compensation - Conducts assessments to determine appropriate job titles, job family, pay rates, exempt status, etc., per CUNY's guidelines and applicable employment laws.

Recruitment/Talent Acquisition - In collaboration with GC’S HR, manages talent acquisition process: conducts staffing needs analysis; defines job duties and identifies appropriate classification, title, and compensation; posts positions and promotes employment opportunities; collaborates with Compliance and Diversity Office on establishing search committees, vetting of resumes; reviews and extends job offers; ensures timely completion of background checks; and orients new hires.

On-boarding/Off-boarding - Establishes and manages on-boarding and off-boarding protocols; partners with leaders to ensure employees’ acclimation to SLU, success in position, and employee satisfaction; partners with leaders to ensure timely retrieval and/or deactivation of resources/access upon employee separation; facilitates exit interviews and reports findings and recommendations for improvements in employee satisfaction and retention.

Learning and Development - With support from the GC's HR as needed, partners with leaders and GC’s HR on developing professional development trainings as needed.

Employee Inquiries - Handles employment-related inquiries from applicants, employees, and supervisors, referring very complex and/or sensitive matters to GC’s HR for assistance/guidance.

SLU HR Webpage - Establishes and maintains SLU HR’s webpage; ensures pertinent information and forms are current and accessible; ensures HR related communications to community are timely.

Strategic Goals - In collaboration with GC’s Executive Director of HR, partners with SLU leadership to devise plans and tactics to support strategic goals, e.g. unit/department restructuring, workforce planning, succession and contingency planning, emergency management, etc.

Maintains HR knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, employment law, etc.

Serves on or leads committees and/or projects, attends meetings.

Manages HR unit/department; recruits, develops, and supervises direct report(s).

Performs other duties as assigned which are reasonably within the scope of this job classification.

The Graduate Center’s HR Department, with SLU HR Manager’s assistance, will provide the following services:

Benefits Management - Collaborates with benefits personnel to ensure timely responses, and efficient processing of benefits and retirement actions for all employee groups.

Payroll - Collaborates with payroll personnel to ensure timely response, and efficient processing of pay actions for all employee groups.

HR Information System - With support from the SLU HR, manages Human Resources Information System (HRIS)/CUNYFirst; ensures the timely entry/update of employee information for all classifications; conducts periodic quality control audits; generates reports of varying complexity; develops and maintains organizational charts.

Time and Leave - Partners with time and leave, and payroll personnel to ensure attendance and leave records are accurate and accessible, and employees are paid timely and accurately.

Compliance - Collaborates with GC’s HR to administer and track compliance with mandatory and non-mandatory trainings (e.g. ESPARC, WVP); generates progress reports; devises strategies and executes tactics to ensure annual completion objectives are met. Collaborates with Compliance and Diversity Office on Title 7, Title 9, etc.; e.g. complaints, investigations, providing employee information etc. Maintains compliance with federal, state, and local employment laws and regulations, Collective Bargaining Agreements, CUNY’s rules and regulations; reviews SLU’s policies and procedures, and makes recommendations that align with best practices, and/or compliance; serves as a resource to interpret and provide guidance on Collective Bargaining Agreements, employment laws, rules and regulations, etc.

Records Management – Responsible for records management for all personnel files, I-9s, medical records, etc. related to human resources; ensures access control for all sensitive/confidential information and in compliance with CUNY’s record retention policy.

All full-time and part-time CUNY staff are expected to work in-person at their campus office 70% of their work time. For full-time staff, this is equivalent to 7 out of 10 days of in-person work in a two-week period (e.g., 7 days in-person, 3 days remote). Remote days must be pre-approved by the direct supervisor. This hybrid work schedule is subject to change.

QUALIFICATIONS

Bachelor's Degree and six years' related experience required.

Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

Compiles accurate and well-organized reports

Assists management with developing policies, procedures, and programs to support Human Resources' objectives
