CREC is a bilingual (Mandarin-English) Christian after-school and preschool program serving families in the South Bay Area. As we continue to grow, we are seeking an experienced HR Compliance Consultant to strengthen our policies, ensure compliance, and support a healthy workplace culture.
*Position Overview*
We are seeking a knowledgeable and detail-oriented HR Compliance Consultant to update and strengthen our employee handbook and serve as an external HR point of contact for harassment-related matters.
This role will initially focus on compliance review and policy development, and may continue in an ongoing advisory and reporting capacity.
*Key Responsibilities*
*Employee Handbook & Policy Development*
* Review and update our employee handbook to ensure compliance with California labor law
* Strengthen and clarify policies regarding:
* Harassment prevention
* Reporting procedures
* Abusive conduct
* Workplace bullying
* Anti-retaliation protections
* Ensure policies reflect best practices and are appropriate for a school/childcare environment
* Provide bilingual clarity (English & Mandarin) where appropriate
*Harassment Reporting & HR Support*
* Serve as an external, neutral HR contact to receive harassment or workplace conduct reports
* Advise leadership on proper documentation and next steps
* Help ensure legally compliant investigation processes
* Support leadership in maintaining confidentiality and compliance
*Training & Education*
* Conduct harassment prevention training (California-compliant)
* Provide training for supervisors/managers
* Offer optional bilingual (Mandarin-English) training sessions
* Provide guidance on building a respectful workplace culture
*Qualifications*
*Required:*
* Strong knowledge of California employment law
* Experience updating employee handbooks
* Experience handling harassment reporting and workplace investigations
* Experience conducting harassment prevention training
* Ability to work as an independent contractor
*Preferred:*
* Fluency in both Mandarin Chinese and English
* Experience working with schools, childcare centers, or nonprofit organizations
* SHRM-CP, SHRM-SCP, PHR, SPHR, JD, or equivalent credentials
*Ideal Candidate*
* Professional, calm, and discreet
* Strong communicator, especially in cross-cultural settings
* Experienced in supporting small organizations (20–30 employees)
* Comfortable serving as an external HR compliance partner
*Compensation*
* Project-based rate (to update handbook and policies)
* Hourly or retainer option for ongoing HR reporting and support
* Compensation commensurate with experience
