*Core Function:* Government opportunity sourcing, capture strategy ownership, proposal writing, proposal management, and compliant submission execution
*Salary:* $85,000 - $95,000 plus bonus
*Status:* Full-time, Exempt

*ROLE OVERVIEW*
The RFP & Proposal Manager is the strategic and operational owner of TCS’s government proposal lifecycle. This role is responsible for identifying, qualifying, writing, managing, and submitting RFI/RFQ/RFPs that align with the company’s capabilities and growth strategy.
This role serves as the *single point of accountability* for proposal execution; owning both _content and process._ The RFP & Proposal Manager is responsible for *capture strategy ownership,* writing core proposal sections, reviewing and editing Subject Matter Expert contributions, and project-managing the full proposal lifecycle from opportunity identification through submission and post-award debriefs and kick-offs.
This role directly supports TCS’s mission of advancing equitable access for the Deaf community by enabling the organization to secure and deliver high-quality government and institutional contracts. Strong proposal execution ensures TCS can expand impact, maintain compliance excellence, and continue setting industry standards for accessibility and service delivery.
*KEY ACCOUNTABILITIES*
*Opportunity Identification & Pipeline Management*
· Monitor federal, state, and local procurement portals (e.g., SAM.gov and other relevant platforms)
· Identify RFPs, RFIs, and RFQs aligned with TCS capabilities, certifications, and growth objectives
· Maintain a structured, forward-looking pipeline of active and upcoming opportunities
· Track anticipated releases, rebids, and contract renewal cycles
*Qualification & Capture Strategy Ownership*
· Review solicitations for scope, requirements, timelines, evaluation criteria, and risk
· Assess strategic fit, competitiveness, resource requirements, and delivery feasibility
· Own capture strategy development for qualified opportunities, including win themes and competitive positioning
· Support leadership go/no-go decisions with clear analysis and recommendations
*Proposal Writing, Management & Submission Execution*
· Serve as the single point of accountability for proposal execution
· Act as primary author for core proposal sections
· Coordinate inputs from various departments & SMEs
· Review, edit, and integrate content for clarity, consistency, compliance, and scoring alignment
· Own proposal schedules, work plans, and internal deadlines
· Ensure all responses strictly comply with solicitation instructions, formatting, and submission requirements
· Manage clarifying questions, amendments, and addenda
· Oversee final quality control, assembly, and on-time submission
*Proposal Library, Templates & Knowledge Management*
· Build, maintain, and continuously improve a centralized proposal content library
· Maintain reusable templates, boilerplate language, resumes, past performance, and standard responses
· Ensure version control, document integrity, and ease of reuse
· Track submission outcomes, evaluator feedback, and lessons learned to inform future bids
*Reporting & Communication*
· Provide leadership with clear visibility into active, upcoming, and submitted opportunities
· Track proposal volume, win rates, loss reasons, and performance trends
· Communicate status, risks, dependencies, and decision points clearly
· Reduce executive and leadership time spent coordinating proposal activity
*Cross-Functional Coordination*
· Act as the central point of contact for all proposal-related activity
· Schedule and facilitate proposal kickoff meetings
· Enforce internal deadlines and escalate delays or risks impacting submission quality or compliance
· Coordinate subcontractor or partner inputs as required
*GovCon Compliance & Continuous Improvement*
· Ensure proposals align with applicable government contracting requirements and standards
· Demonstrate working familiarity with *FAR and DFARS*
· Understand *evaluation criteria, scoring methodologies, and compliance matrices*
· Participate in or review *post-award debriefs* and apply insights to future submissions
· Maintain general awareness of *protest processes and risk considerations*
· Continuously refine proposal processes, tools, and templates to improve efficiency and competitiveness
*EXPERIENCE*
· 3–5+ years managing government or institutional RFP/RFQ/RFI processes
· Familiarity with federal, state, or local procurement environments
· High-level understanding of *FAR / DFARS*
· Experience interpreting evaluation criteria and scoring frameworks
· Experience with *project management software*
· Experience using *CRM systems* to track opportunities and pipeline activity
· Advanced proficiency in Office 365 tools
· Comfort working within shared content libraries and document management systems
