Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies. We are recruiting for placement in either NYC or Albany.Under the direction of the Assistant Deputy Commissioner of Technology within the Office of Information Technology Services, Dedicated Support for New York State Higher Education Services Corporation in Albany, the Data Analyst 3, SG27 will be responsible for providing senior Strategic and technical leadership within the enterprise data architecture project lifecycle, modeling and designing end-to-end enterprise database solutions and collaborating with stakeholders to strategically align project outcomes with business requirements; establish data management principles and standards. The incumbent will make decisions regarding the selection and utilization of software tools and platforms. The position will develop and implement integration standards and strategies withing the scope of enterprise data management software development.Duties will include but not be limited to the following: • Implement and maintain logical data modeling, analysis, design, development and implementation of Data Modeling, Data Integration, or Data Warehousing.• Collaborate with user experience, business analysts, and business stakeholders to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals, considering factors such as performance, scalability, security, and usability.• Collaborate with data architecture project developments teams to ensure that technical solutions are implemented according to design specifications. Provide technical oversight and support during the data architecture project implementation phase.• Contribute to the establishment and maintenance of the NYS Enterprise Data Governance Policy, settings the rules and standards concerning enterprise data management, including: o Oversee data management goals, procedures, and business expectations.o Define metrics and best practices to ensure data quality, privacy, and security.o Establish how data must be managed at different stages of its lifecycle and who is responsible for which tasks.o Evaluate new and emerging technologies to determine their suitability for inclusion in a data management technical solutions catalog. Conduct proof-of-concept evaluations and recommend data management and analytics technologies. o Identify technical risks and develop mitigation strategies to address them. Ensure the data management solutions adhere to security, compliance and regulatory requirements.o Drive continuous improvement in data management solution architecture process and practices. Identify opportunities to streamline processes, improve efficiency, and enhance data management solution quality.• Perform the full range of supervisory responsibilities, as assigned.

Minimum Qualifications Minimum Qualifications: Non-competitive: nine years of experience* in data visualization, and statistical modelsand data mining tools.*Substitution: An associate’s degree may substitute for two years of general experience;or a bachelor’s degree may substitute for four years of general experience. A master’sdegree in data or computer science, informatics, economics, statistics, mathematics, ora related field, may substitute for one year of general experience; or a Ph.D. in thesefields may substitute for two years of general experiencePreferred Qualifications: The ideal candidate will have experience in the following: • Data platforms such as Databricks, snowflake • Cloud platforms like AWS, Google Cloud• Power BI tools
